Please explain to me why CSM with Mark of Tzeentch are so similar to Dark Reapers powerwise!

Hej fellow DOW-Elite players!
I looked into the numbers of the Chaos Space Marine Squad and Dark Reapers because they are two of the rather rare quads to have psychic pvp damage and it occured to me that they are not that different: the CSM-squad having more health and the Dark Reaper squad having alittle bit more damage with similar costs attached to them. For my understanding specialist squads are most of the time better or more cost efficient than their basic infantry counterparts. Can you explain what in the Eldar army or the Chaos army balances out this oddity?

Yeah, sorry, I mixed those two up. And thanks for pointing out the range difference which is rather significant (38 to 48).

I can only say the Dark Reaper has more range and also it has 2 abilities while the Tzeentch CSM do not have any.
