Ordo Malleus Design?

As it says in the title, what is the design behind OM? Can't think of a better word for it but what is the balance team idea or goal in terms of how OM plays? For example SM are jack of all trades but master of none.

that's not what SM are
the balance team's idea is and now i'm quoting our glorious leader adila "a lot of crack"
