Crash at startup windows 10

So I've recently decided to take up on Dawn of War 2 again and I can't get it to start. It doesn't even even display a logo or something, just submit report to relic. Things I've tried:
-verify integrity
-reinstall (both retribution and chaos rising, dawn of war 1 games are fine and other games too)
-reinstall directx 9
-reinstall video drivers
-reinstall gfwl
-delete config.lua
and to no avail.

Apparently steam knows I start the game (when I look it says near my name that i'm in game) but won't launch it except for a retribution icon in the bar.

Dunno about vanilla DoW2 but I installed Win 10 LTSB a few days ago and had trouble running retri, I fixed it by installing the DX9 from the Retribution folder (so I didn't download it from a third party source) and put the ExE in compatibility mode with W8.

You are also running amd like me, though I have a R9280X and it gave me no problems, googling around I read that some people had troubles with AMD drivers on W10 with retribution.

I give up, thanks for trying to help. I tried everthing you said and more, still won't run, even pirated the game to see if it's an issue with steam yet it isn't. I will reinstall windows 7 and hope it will work, downloaded the games on an old pc with windows 7 and they ran there so there's hope I guess...
