Looking for a crash course on modding wargear and character abilities.

After running across
this post, I've decided to try and give both the campaign characters and wargear a once-over just to fix lingering issues but I've been having trouble finding clear information on accessing and altering the relevant files. I hate asking broad, noob questions but could some be so kind as to walk me through what files contain wargear and character stats and by what method I should unpack, alter, and repack them?

In Relics defense the game is buggy like that in general so at least it's consistent.

I'm not really surprised- I don't think I've ever seen an RPG without bugged loot and abilities. What I am surprised about is that no one tried to do community patch after all these years.
