Custom environmental textures/models

As the title suggests, I'm thinking of getting back into DoW 2 modding. But one of the things that pissed me off was that you couldn't import custom content. Seeing as how the elite modders found a way to basically get around that, I was wondering if you guys could tell me how you would go about importing custom environmental 3d models/textures. Thanks in advance
