How to fight HI factions ?

I don't know how to counter chaos and especially SM, I'm stomped by these factions in every game modes and this every heroes I tried (warlock, FC, PC, MKB) what I am supposed to do to win against it ?

Get plasma and power melee.

Play defensive early on becasue the space marine units are very strong at the start of the game before you get power melee/inferno/plasma damage. So don't push too far forward, let them come to you not you to them, blob more.
then things get easier in late T1 as you start to deploy upgrades and can start bleeding the marine units, they bleed for so damn much. And it all starts to snowball into T2. It's quite hard to explain it precisely, best way is to watch replays of a high level player playing the same race, for example orks, vs eldar/nids or so and then watch them playing vs SM/CSM and see how much less aggressive they are, how much less they split their units up and how different the timing windows are.

As a WL, what is better to get; double rangers ? Double shuriken ? one of each ? Or only one support squad ?

Well since everyone seems to be in agreement that rangers are reasonably op they're all just going to say spam those.

1 ranger is always a good choice vs sm since otherwise double sarge scouts will wreck your shuries, you can also go heavy on upgrades on the wl and basically counter the whole sm army with rangers supporting against devastators if they go for those, otherwise the classic 1 da 1 shee 1 shuri 1 ranger is also effective, vs chaos shuri is good vs CL but bad vs PC/Sorc.
