You can start by going over all the bugs that are present in retail. The meta that is controlled by the same build order over and over again since it's the most optimised thing to do. (bad balance) Sure, you can have "fun" with other BO's. They aren't nearly as effective as the others tho...

I think we might need to let abilities be used when under noise marine fire would be the way to go. As a primarily SM and Ork player I never had trouble against rippers; as SM I find even Tacticals can deal with them in melee. As Orks I can just sic some sluggas on them for free XP.

Try it yourselves. And it's not true that most globals require setups. Drop pod, hellfury strike, use yer choppaz! and Mind Blades are all click-to-go globals that are much more useful and require very little micro to be effective. You do realize that if they didn't retreat when at low HP they WOULD lose models right? It's the same thing with Terminators, it's when they start to retreat that they often lose models. And THAT is what usually balances them out. It seems like dropping models is depending on a bit of luck eather. ...
