What are the overall win rates per faction and what is the sample size? That would be important to know.
The stats as laid out don't tell us much because, for example, SM could have had the majority of their games exceed 20 minutes which would probably make their win rate >50%.

It makes sense to me that the red gained from killing units is proportional to the strength of the unit killed. Relic probably intended this to be the case since many of the red values are higher for stronger units than for weaker units. It's not even an important issue unless red is related to XP. ...

Units are only OP/UP in relation to other units.
If they weren't, then Wraithlords are always OK because "weak Eldar T3" or some other bad reason.

It's not exactly 1:1 cost symmetry as some exceptions can be made for some units. This is, imo, the easiest method to obtain reasonable unit costs and avoid units being OP or UP. What is the difference between ASM and Raptors? One jumps, does KB and then does damage to infantry. The other jumps, suppresses and then does damage to infantry. What am I missing?
