Lootas do. Brightlance/lootas still should cost power without their snare because they do much higher dps than the snaring AV teams, it balances it out.

27 req a shot is very nice bleed, which is what sluggas/shootas provide. CSM are only 33 per shot, and that assumes you land the second shot to kill. Yes it would, they are good enough as it without having any serious dps. Fixing an animation error is always nice, but there's no reason to buff spotter's dps. these guys can already hard counter a set up team or even two with support, while also helping vs ranged blobs with smokes and melee with the frag shells. They're fine for their price.

The strength of such abilities lies in them not being detectable. If you are always looking 100% of the time at where your enemy tries to manticore strike then depending on the map, your enemy may never even force you to retreat ever, which wastes 100 power. I would request the removal of carrion simply because it's a very small map that greatly favours offensive commanders and certain races (tyranids/chaos) over others (eldar/ig). Sometimes small squads or heroes get stuck in your base after a mass retreat because they are surrounded by units, but like you say shouldn't the other units just move out of the way, especially if we are talking about a HT here. Could that be related to it?
