In my experience it seems to favour the heroes you've played recently and there seems to fairly high chance of getting the hero you played in the previous game.

I've had that happen too with shotgun blast, catachan old reliable, lord general reinforce and probably some other abilities too. Now that we're on the subject I can say that I never understood why eldar commander heavy melee weapons are so cheap when literally all other races pay 50 power for heavy melee on their commanders. SS even does respectable dps and WSE has his teleport.

Maybe the planet(s) they're on in DoW3 have weaker gravity like the moon and allow for high jumps even with a lighter terminator armor. And Gabe's mad skills explain why no other marine is jumping.
