They shouldn't be replaced. Their use as T3 infantry is there, or at least the intention. Their use just shouldn't conflict with other uses that come from the leman russ or the power-free infiltrating AK stormtroopers. Maybe just replace their frag and krak grenade abilities and change it to work as...

It should be doable if the scouts change reinforce cost through the sniper rifle upgrade. Having the reinforce cost lowered instead of increased through the upgrade should be within the engine's limitations. Problem is I don't know how the reinforcement price change through upgrade formula works, so...

Imperial Guard as a faction is Cadian, though. It's why guardsmen sometimes say 'You're Cadians, act like it' and 'Show them Cadian ferocity!'.

FWIW, they do a chunk more piercing damage per req (and the piercing has bonus range and a good firing pattern), just not plasma. And of course all the caveats of you spending the req in different chunks, different numbers of squads, different abilities etc. This is but one analysis tool in the too...

what about the fact that kasrkin are in t3 and have a 60 power investment? I already mentioned in the second to last paragraph that you'd want to pick stormtroopers if you want a power-free selection. Per model, Stormtroopers with AK have more dps than Kasrkin, but with the sergeant upgrade Kasrkin have a little bit more dps than AK SSs, though with 6 more upkeep and 3 more population. I actually did analyze it a bit with what free time I had and found several setbacks that could balance it out, along with giving units more importance as cover crushers. Has Caeltos said anything about the guardsmen's deployable cover throughout this mod's history? I got here in 2.4.2 so I'm unaware if he tried fiddling with it with no results. Strange to see no patches (that I'm aware of) dealing with them even though they're barely seen ingame.
