So it's basically 3v3 team tournament with faction vs faction theme in every individual match?
I have a feeling some factions will be very underrepresented and others overrepresented even with bans in place.

It's simple, make it so Tyranids T2 is 290/200 and T3 is 280/300.

With no melee resist, reduced damage, no splash and I think even no charge animation, it's hardly comparable in usefulness to tanks that can constantly poke the enemy for respectable damage from a comfortable distance.
