I think it would be a good idea, not because piercing damage should be the crux of your plan to deal with late game units like terminators, but because SHI can be encountered as early as T1.

Since Grey Knights have only one hero maybe expanding them would be good. I know they have librarians as a character/unit already, but they seem like a unit that would be appropriate (they are HQ in the tabletop).
