The FC is a very balanced hero and any change to him would have to be very slight (like increasing Alacrity's speed bonus by .5 or something). An Inquisitor dropping a Bane Wolf or some Stormtroopers is much more damaging than a Tac squad. Plus, it's 175/55 to upgrade it to Sterns. It has no use as a regular Tac marine as it's not leveled like one made in T1 would be. The red use also slows down Terminators.

I shift click orders all the time and it goes over 3. I just hold shift and then attack move + left click or I'll right click to capture a point.

A reinforce point isn't as useful to SM as it is for other races like Nids. Even if you can reinforce, your squad will still be at low health and if you stay on the field you'll lose more expensive models.
