you need to consider factors beyond cost including upgrades vs whole new squad, unit/gen timings, build orders in different matchups, particularly difficult matchups (KN vs eldar!), map control, gen bashing, bleeding, hero wargear and synergies, scaling, etc etc etc

evaluate units in the context of the faction they are in, including eco/support/synergies/matchup problems/meta

Reason 1 - Overall upkeep has been lowered Wrong. Reason 2 - Retreat damage resistance was lowered in Elite Wrong. Grenade damage was lowered on retreat. Many abilities with knockdown on retreat in retail had that changed. Or things like the old lol battlewagon gibbing everything. Reason 3 - Elite ...
