Horms don't scale well if you are treating them as a melee superiority unit, but that isn't their main role. Is it true that GK are only in the game because a previously existing separate mod from elite had the models for them? I recall hearing that from one of the old veterans and it made the years long GK situation make sense. If they can be added on a whim, they can be removed on one as well IMO.

The Guardian --> DA upgrade is a neat way to bring back guardians. Would DAs lose their previous support abilities or would this be a flat upgrade to combat stats?

I like most of these suggestions - I'd at least like to see some of them tested.
Edit - One thing you didn't address would be the redundancy between FD melta bombs and haywire grenade on WS. Two units with a snare nade seems a bit much.

How much of IG's success can be attributed to their oppressively strong T1?

I wasn't here during the early days of Elite mod (I joined during that patch where SS storm bolters weren't firing properly). I'm gonna assume the old veterans, often known as the inner circle, were the ones who made elite mod what it is, and I'd rather have one of them or their associates directing...

I'd be up for maybe reducing the spotter mortar radius until later tiers. It seems like if the IG player puts the marker anywhere near an infantry unit, the mortar is undodgeable by most models.

I suspected the wargear swap change would be difficult to code. I dont know if this can be done in the coding, but instead of dying last, models could die and a new one could replace a vanilla squad member (the way they do with plasma guns and big shootas).

If you want to buff the AC in a way that improves the units' general ranged superiority, you could make him have a dmg buff, weapon range buff, or provide ranged DR like a DA exarch. Or make him a stronger combatant.

Considering that non-marked CSM already fill the niche of general combat unit, I think TCSM should be a dedicated ranged unit with no additional melee potential. KCSM are dedicated melee beasts, and vanilla CSM with slaughter are monsters in their own right; I dont see why the firepower-oriented TCS...
