If the problem is just people installing it in the wrong spot, then the solution is to just point it in the right directory. The installer just goes towards the default directory. This is only an issue if you have an unusual Steam/DowII installation. That being said, just looking through this thread...

Snipers are annoying , they will always be annoying. But they are also setup units. Setup units have pretty well established weaknesses. Rangers only have one disruptive ability as well. Campaign modding is something I've never touched, but I imagine you could go into the ebps for the campaign entities you want to adjust leveling on and do it from there. Did you try that?

The SM HQ and the OM HQ are actually the exact same entity so I don't think it's anything unusual from the sounds of it.
