Just played a 1v1 with that FPS counter, it barely ever dipped below 60 FPS. Usually around 70. During a ~5 sec lag spike near the start, the FPS didn't change at all. During a massive 10 second lag spike that got my army deleted, it didn't dip and even went up. So it is looking like a network issue...
