I think the problem with FDs is that they're anti-everything. Melta weapons in general should have lower accuracy against small targets. FDs should only be anti-vehicle and anti-terminators (or non-small targets in general) in my opinion. (effectively anyway) Maybe they could also have a lower rate...

Sheesh at 425 would be too expensive/screw up the timing! I'd never have a Shee squad for the first engagement in a 3v3. Yep I'm aware of that. To use the warlock as the example since you mentioned him:
Charge 1 happens. 16 sec cool down. charge two happens. 18 sec cool down. charge 3 happens 20 sec cooldown. then reset back to 16.

Depends on what type of RTS you like. I was a fan of the old Warcraft 3 and frozen throne games way back when. Xcom series, Xenonauts, Age of mythology, Rise of legends, Homeworld is excellent, Sins of a solar empire if you like space, Supreme Commander is great as well.

Balance is generally good. There are many things that could be tweaked or improved. The current state wouldn't be what I would consider the best place to leave the mod as is in a "finalized" balanced state. Regardless the general future questions still remain.
