The biggest issue is that there are several pieces of software which are outdated beyond belief and no longer available (cf. 3ds Max 2009/10, Havok Content Tools ver.6_6_0_20090703). I can teach people how to set up the pipeline (which is actually very easy to do), but there is no longer a legal way...

I can speak for this.

Unlikely. My focus is on co-op over multiplayer and thus makes me more oriented towards making interesting gameplay that balance. ELITE is focused on super-tight balancing and balancing so many factions to that level would probably drive the team beyond crazy.

Is there anything that prevents you (copyright wise) from using Vannilla DOW2's Gab as a replacement for dio? the tone is slightly different. A couple of shuffling between the lines and presto, you have a different and not retarded sounding FC. Unless there's an Alfa Legion operative within the team...

Word of warning: making new factions as in "getting new entries in the menu" is impossible due to hardcoding. Either create new characters (use my custom 8-heroes menu, you can find it in Releases) or use Bloodravage upgrade-based selection.

Nope, it's to edit the mastersound list (speechmanager.cache) which basically tells the game which speechcodes are in which faction directory. You need to extract the .bfx files in data/art/fx with Cope's toolbox, then edit said files with this tool: http://www.moddb.com/games/dawn-of-war-2/downloads/fxeditorbeta. It's not particularly intuitive, but it's the only thing around.
