Scouts are fine as they are, though I'd sooner look into the price of the sergeants if durability is the issue.

Default bolter would be nice. Could be to his stormbolter what the mastercrafted bolter is to the techmarine's default. Would keep away any buffs that affect him after wargears get purchase since he's fine after the very start.

I'd maybe consider getting the commissar klaw if it was at 35 power. Power sword does well enough vs I and HI, and without an ability to go with it the only times I see it as useful is vs vehicles (and even then just barely, the only vehicles that would get close enough are walkers that can mop the ...

Perhaps you can get a mid/high-skill person to play a match against you or the other with him using a race of your choosing. Only issue I have with the destructor is its synergy with immolator with how neither has a remarkable windup time and the former the same with windown, so you can chain them together with exceptional accuracy. I had the thought in my head of having the immolate ability replace the destructor instead...

It's simple enough to check on the codex and ctrl-f the unit in question in the patch notes to see if anything changed. Not that it matters when we're talking about the idea of a GM sergeant beating anything that isn't his own shadow.
